I found all the preferences files named "com. I did this because I recall playing with the "locate" defaults that allows you to specify where the screen shot files are saved; I'd made a folder on the Desktop to hold them, but I never got it working properly.
It may be around that time that the bad behavior started. Likewise, using the menu commands in Preview or the Grab utility works normally.

Only when I invoke screen capture by using the global hot key does it behave as though the control key is always down. I can't name any other circumstances in which the keyboard behaves as though the Control key is down when it isn't. I normally use an external keyboard, but the bad behavior occurs when I use the built-in keyboard as well.

4 Quick Fixes to Screenshot on Mac Not Working
Check the Touch Bar after you press command-shift-4 but before selecting an area of the screen. There should be a control there you can use to select the screenshot destination, and one of the options is the clipboard. My initial reaction was "No, I don't want the screen shot to go to the clipboard," but I tried it and, hey, look at that, there are controls on the Touch Bar which I never look at when I'm using the external keyboard , and one reads "Save To: Clipboard". I changed it to "Desktop" and now Everything Just Works they way it's supposed to.
